God's sovereignty and glory behind good works should be acknowledged. Simultaneously, God oftentimes chose (and still chooses) mankind to compass his good works. Good works and instructions (in dominance) were articulated from the Apostle Paul to Titus through conversation in a letter. The Pastoral Epistle cloaked conversation regarding Titus and others referring to themselves pertaining good works they accomplished. In other words, specifically in this conversations (whereby in other conversations the Apostle referred to others referring to themselves regarding their good works), peoples good works were acknowledged and uplifted-encouraged through someone else.
The above provides an essential reminder: Oftentimes, take time and acknowledge (in an encouraging manner) others to keep up their good works (maintain their good works.) Therefore, why should surrounding encouragement exist? Because your personal existence is part of the surrounding (i.e. - you are part of the surrounding encouragement.) Exemplified below, Paul was part of the surrounding encouragement to Titus and others amid God's sovereignty and glory. God bless you and your families, have an amazing day.
